By "they" I mean Europe and the world. Byron York summarizes a conversation he had in Paris:
In the European mind, Guantanamo is one of the centers of evil in the world, a dungeon where George W. Bush commits unspeakable acts on innocent Muslims who just happened to be on a battlefield in Afghanistan or Pakistan when U.S. troops captured them.
To my mind this illustrates the truly lamentable public relations failure of the Bush administration to make its case to the world. In today's world, an administration must exert as much time and energy in countering negative public opinion and persuading the public of the rightness of its policies, as it does in the actual execution of its policies.
